§ 14-126. Duties and powers of fire chief.

  • (a)

    The fire chief is in charge of and has responsibility for all property, personnel and activities of the fire and emergency medical services department. The fire chief may issue reasonable rules and procedures or similar directives in order to effectuate authority and shall be responsible for the creation and updating of the department's standard operating guidelines. The fire chief shall establish all training programs and requirements for all department personnel, as well as schedule routine training. The chief shall ensure that all training programs meet any state or federal regulations governing fire and EMS personnel.

    (b)

    The chief shall attempt to be present at all alarms and shall be the ultimate authority at all alarms, but may delegate command of the incident as provided for by the standard operating guidelines.

    (c)

    The chief is to preside over all meetings and practice sessions, unless otherwise delegated, and may call special meetings. The chief shall preserve order within the department and enforce rigid observance to this article, as well as all other applicable ordinances and laws.

    (d)

    No later than February 1 of each year, the chief shall file with the town clerk-treasurer a written report of fire and emergency medical services department activities of the previous calendar year. The report shall describe the conditions of the apparatus and various pieces of equipment, the number and types of alarms since the previous report and the date and loss estimation from each emergency response. The report shall also include the total number of active members in the department, as well as the number of new members, resignations and expulsions over the previous calendar year.

    (e)

    The chief shall keep an inventory of all apparatus and equipment.
